I guess if you want more accuracy and less mess, you could have a
hairdresser do it, but do strand tests first.
As for blue dye (or any other funky colour you may want) I bought
Manic Panic, which is semi-permanent and safe over henna. It says on
the label that it actually works better on bleached hair, so when
I'm bored of orange-popsicle streaks, I can bleach it a little
lighter and use that.
