3.5 oz = about 100g, but if the henna isn't realy bulky you'll need
more. I would guestimate 200g.
(120g of very twiggy bulky henna does my mid back length hair)

Indigo maybe about 350g?(I realy can't say as I haven't worked with
indigo so this is only an opinion, and should be taken as such)

BUT I don't want you to get stranded with not enough henna the first
time.

so,
Mix up your original amounts of henna and indigo to try out and if
you use it sparingly and end up with some left over you can freeze it
for next time. It's better to have too much than too little, so start
out with you largest estimate, and see if you can scale it down in
practice.

I can identify with being on a budget. You may be able to stretch the
henna further with some of that oatmeal featured on this site, and
geling it seems to help too.
