Chemicals over henna

I have been using Henna for a bout a year with good results, I put
it in again about 3 weeks ago and it didn't work. I have now cut my
hair to just below where the original regrowth was and am wondering
if I can use chemicals for colouring over the top since the last
Henna had no effect.
