They really won't be the same quality as aromatherapy grade (and if you get those, make sure they're real floral waters/hydrosols/hydrolats/aromatic waters produced by distillation, as opposed to the practice of mixing a few drops of essential oil with water, which is not the same thing at all). I don't use undiluted hydrosols for a final rinse, as the aromatherapy grade ones are a bit pricey to be doing that with. However, I often add a capful or two into my herbal vinegar rinse (1 tsp cider vinegar, couple of herb teabags e.g. chamomile and horsetail, add boiling water and a dozen drops total of essential oils, e.g. rosemary and lemon). What I particularly like is to have a spray bottle, in a very pretty blue glass, filled with a hydrosol, and spray that onto my hair as and when it needs it. Rosemary hydrosol is the bee's knees. It smells lovely, and it's fantastic for hair. I use it for the scent, to flatten down frizz, and also if my hair's needing TLC or I've got a bit of dandruff. Have a google for hydrosols, there should be interesting info out there.
