It's generally advised not to put any citrus oils on the skin before going out in the sun, just to be on the safe side. I believe the potential problem is doing something to the pigmentation of the skin. I don't think it should affect hair; certainly I've never seen hair mentioned. There is this sort of warning on some bergamots: " Do not apply to the skin before going out into the sun - It can increase the susceptibility of the skin to severe burning", but nothing about hair. The other thing is that I use herbal vinegar rinses all the time, and they frequently have up to 8 drops of lemon oil in there. It's not one I use on my skin as it tends to irritate it, but it's great on my hair.
