It's basically bergamot that's the culprit, and you can get bergamot
FCF, which has had the phototoxic ingredient (bergaptene) removed.

It's generally advised not to put any citrus oils on the skin before
going out in the sun, just to be on the safe side. I believe the
potential problem is doing something to the pigmentation of the skin.
I don't think it should affect hair; certainly I've never seen hair
mentioned. There is this sort of warning on some bergamots: " Do not
apply to the skin before going out into the sun - It can increase the
susceptibility of the skin to severe burning", but nothing about hair.

The other thing is that I use herbal vinegar rinses all the time, and
they frequently have up to 8 drops of lemon oil in there. It's not
one I use on my skin as it tends to irritate it, but it's great on my
hair.
