Given that sebum can block hair follicles and retard growth, I suspect that once they begin to apply henna, its slightly astringent action may serve to unclog them, thus freeing the blocked hair so that it seems as if the henna is the 'cause' of increased growth. In cats and some other animals, the sebaceous glands sometimes become overactive, especially at the base of the tail. This can result in the area becoming very itchy and denuded of fur. In humans and animals, what is sometimes called dandruff is actually seborrhea [true dandruff is fungal]and it's often accompanied by hair loss.
