Since much of the henna hair dye and premixes coming into the US are from India, that's how they're sliding in with little or no labelling, regulation, and that leads to confusion about what is in hair dyes. If a dye mix comes in from India or another country ... without proper labeling ... a US company may repackage it with their own company name .... and they can get away for a LONG time just saying its "100% pure henna" because that's exactly the way it slid through customs.
