I think on hair, oxygen is an entirely sufficient and safe oxidant.
Anything you put on your hair should be neutral or slightly acidic,
because it might splash in your eyes. I suppose an extremely dilute
solution of ammonia might work .... but I wouldn't go there. Though
the chemistry of hair and skin is similar, there are factors (like
proximity to eyes) that make the approach different.
