as a matter of fact, the *only* part of a hair-care product (orcosmetic, for that matter) that is regulated at all is the ingredient
list. plenty of companies knowingly misrepresent their products
constantly - its perfectly legal. They can say a certain shampoo or
conditioner is "hypoallergenic!" or "repairs your hair!"
or "organic!" or "9000% more volume!" and none of it is true, but
they can say anything they want as long as the ingredients are in
order. Reading the ingredient list is so important - its the only
way to ever get an idea of what you are doing to your hair.
