They can say a certain shampoo or conditioner is "hypoallergenic!" or "repairs your hair!" or "organic!" or "9000% more volume!" and none of it is true, but they can say anything they want as long as the ingredients are in order. Reading the ingredient list is so important - its the only way to ever get an idea of what you are doing to your hair.
