Lots of things are illegal, but if you don't get caught doing it, you can get away with it. "Caveat emptor" is a good way to approach any and every product on the market today. For hair dye products alone, just think about all the hair dye commercials that show a woman dying her hair and how wonderfully healthy it looks after it's been steeped in ammonia and peroxide. And the claims that your hair will be healthy and shiny after pouring chemicals like that on it.
