Lush's own instructions only say to mix with hot (not boiling) water and to keep it warm while you work with it, and I suspect that you need something hot to work with the cocoa butter. However, warm lemon juice might be a good idea, since Rouge already contains some lemon juice and since it doesn't contain any indigo. The ones with indigo in seem to work less well with acid. The henna comes in big pressed blocks, not as a powder, which you can either grate or simply cover with warm liquid so that it starts dissolving. But there warm/hot liquid is a must, and it will take some work to get it all dissolved if you don't grate it in advance. These are the ingredients in Rouge: Red Henna (Lawsonia inermis), Cocoa Butter (Theobroma cacao), Fresh Lemon Juice (Citrus limonum), Powdered Rosemary (Rosmarinus officinalis), Clove Bud Oil (Eugenia caryopyllus), Perfume.
