I used to work in Regulatory Affairs for the pharma industry. The
acronym FDA says it all: Food and Drug Administration. Cosmetics are
unregulated by the FDA *unless* these products make claims that
border on pharmaceutical (as in the recent wave
of "cosmeceuticals"... you'll note that they are very, very careful
to give impressions without actually making claims, if you read the
fine print and between the lines).

The FDA will occasionally issue warnings, but they do not regulate.
Cosmetics are not submitted to the FDA for approval as are drugs and
related therapies.
