ah, I see. thanks for the info!I was confused because here in the netherlands, we have one authority
that regulates everything from food to toys, including cosmetics.
it's also a little confusing that the FDA apparently issues
guidelines about things it doesn't actually regulate? is there some
other institution in the US that regulates cosmetics? who does the
rules for labelling, for instance?
I may be asking about non-existing things here... the netherlands is
ridiculously over-regulated I know.
