The other thing I'd wonder about would be chemical reactions, but if you can use them in making general toiletries I imagine there shouldn't be much of a problem. But EOs are much nicer! And FOs aren't going to have the same therapeutic action on the hair that EOs can. (Biassed, moi?) I don't see much of a reason why FOs shouldn't be fine in hair rinses if it's just to make your hair smell nice, though, so give it a try and see what happens. As for henna, EOs aren't just added for the smell, they are also used to develop the colour (terping), which FOs won't do. I don't know about chemical reactions. I suspect they should be ok, but check with one of the people who really know.
